Regional Services

Within the Norfolk County Commissioners’ Office, the Regional Municipal Services Department works with its member communities on various municipal projects, researching grant opportunities, connecting them with state and federal resources and programs, and providing technical assistance.  Under the auspices of the Regional Services Department, ongoing projects and programs include the following:

Western Norfolk County Partnership – Consisting of the Towns of Bellingham, Foxborough, Franklin, Medfield, Medway, Millis, Norfolk, Plainville, and Wrentham, municipal administrators meet regularly to learn of programs and resources, exchange information, and to identify and develop projects of interest.

I-495/95 South Regional Technology Economic Target Area – The Towns of Bellingham, Foxborough, Franklin, Mansfield, Medway, Norfolk, North Attleborough, Plainville, Walpole, and Wrentham received an Economic Target Area (ETA) designation granted by the Commonwealth of Massachusetts in June 2003.  An economic development tool, this designation allows municipalities to offer tax incentives to companies either looking to locate or expand in the area.

Norfolk County Brownfields Program – In June 2004, Norfolk County was awarded a $200,000 grant from the United States Environmental Protection Agency (US EPA) to launch a pilot Brownfields Assessment Program in the Towns of Franklin and Wrentham to assess sites potentially contaminated with petroleum.  In May 2005, Norfolk County was awarded a second grant of $200,000 from the US EPA to assess hazardous substance sites in Franklin, Wrentham, and Plainville.

Route 128 Add-A-Lane Business Coalition – Norfolk County has partnered with the 128/ABC, led by the Neponset Valley Chamber of Commerce, to make sure that the Route 128 Add-A-Lane Transportation Project and the Interstate 95/Route 128 Interchange are done in a timely and cost efficient manner, and with as little disruption as possible to both businesses and municipalities along the corridor.
